I have taken far to long on this kit! Mainly the bass drum. Finally after this doing little by little I got the bass drum back together.

Sorry I wasn't able to document the repair like I had wanted to. I did however follow Jeffs advice. I worked with a friend of mine that is an excellent wood worker. The drum remains about 1/2" out of round but the ring was glued back together and is strong as ever. I have spent the weekend tuning these up. The bass drum is tuning up fine. The toms are sounding amazing! I haven't got the snare wires yet for the snare. I actually bought some pure sounds and when I went to put them on realized I need the Strainer side to have one hole in the middle rather than the two on each end. I left the cymbal mounts off for now. They are flaking quite a bit. The hardware overall on this kit is not the prettiest but she will make someone a great players kit. Thanks for everyones help that chimed in here.
