As a suggestion, try mounting the clip from the rail mount on a Pearl 7/8" tom arm to hold it up, as opposed to the rail itself. I'm quite sure that the combination of the mount and the two drums linked together is the cause of the muting. I have my 13" mounted on an L-arm with a clamp on a cymbal stand, and the difference is night and day. Little to no muting, where the bass mounted Omni-ball was severely muted.
