There's the big and small classic lugs that both originated in the WFL years and then the mini lugs version that (I think) first popped up in the 1990s on some of the lower tier lines. That teeny tiny version does look odd but is different (smaller) than the two versions that turned up attached to upper line 12" toms at various times.

One of the coolest things about a complete, vintage Downbeat kit, is when you get one with a matching Downbeat snare. Then you get not just two, but three different kinds of lugs in one kit!

But yeah, those big lugs on a 12" shell don't look right. When I had a custom kit made for a friend's studio years ago, the smaller lugs weren't available and I was never really happy with the look.
