These are for sale locally for $90. Anyone know any specifics?

The ad says both mounted toms are 8" x 12", 14" x 14" Floor and 14" x 20" Bass. The generic snare and a cheap pedal are included. No reso hoops or heads, and the batter bass hoop is just a generic chrome with no inlay. The guy is just down the street from me, so I plan to look at them tomorrow.
Is it just me, or is that rail mount originally made for only one tom? All other double tom mount rails I have seen are centered on the bass drum, and single tom rail mounts are off-center like this one is. Also, there appears to be a cymbal mount near the reso bass head. Would that also be a clue that it was as single tom originally? However, the rail itself does seem wider than most singles I have seen. Do you think they would have offered a kit with two identically sized rack toms? Did the guy who listed these measure wrong? I'll be packing a tape measure!
Also, don't the tom arms appear pretty tall for rail mounts? Not a bad thing, but the ones I have seen are usually fairly short.
I'll report back when I go look at them.
