It looks like someone really didn't take care of that snare. "BR" does mean that's a brass shell, and usually plating sticks well to brass.

Those aren't the correct hole sizes for a Ludwig muffler. The bead also looks funny, as if it has a ridge where it meets the shell, on both the top and bottom of the bead. Does anyone else see that?
Based on the muffler hole sizes alone I don't think it's a Ludwig shell.
Could also explain why there are extra holes under the throw off. Also doesn't look like a Ludwig butt plate, does it?
Edit: Found the website selling the drum. There are pictures of the badge so it's definitely a Ludwig, and the bead is correct. Guess the muffler was after-market, unless the muffler design changed during that time period. I overlooked where you said it was a '90s shell.
