You need to put strips of thin wood inside and out. At least as thick as those white lines under the drum in the pic. Enough to go almost half way around the drum. Strips/shims will let you crank the clamps to alot of pressure, You`ll need that to purswade the wood ring to move. Dry the glue for 4 or 5 days.
You have to apply one clamp at a time, next to each other as you go along,..if you put one on each end first,..you defeate the purpose, wood don`t stretch !! Figure out where the next clamp goes with a big pair of plyers you can squeeze with to test the spot. Some will be close,..some will be further apart.
You also need to address the bearing edges,..they are pitted and very dry. Just a simple sanding with 220 grit paper to remove the high spots,..then cloth off the dust and use a wax stick or white candle to run around the edges and fill the low spots,..slightly pollish the wax before installing the head !
