I have filled many holes to full structural soundness using solid maple plugs and a modern 2 part epoxy glue. I prefer this to dowel for larger holes. First i make the hole round; then I cut the maple plug with a modified hole saw (removed the centre drill bit and substituted a bolt to use as the mount) then shape with a Dremel. In the pictures you can see the difference in color. The 9x13" and 14x14" have a little ginger ale coloring. I actually like that better than the blue-ish hue of the new wrap.

Curious - is it also the case that the new wrap has what looks like glass glitter and the old has hex glitter? My friend has a Rogers tom re-wrapped and it is not hex glitter like what Ludwig used back in the day...

Instead of wood filler, what I use for wood repairs is QuickWood stick epoxy.

There's another brand that's just as good called KwikWood.

These provide the adhesion and structural integrity needed for this type of repair. And they are very easy to work with.
