I added some more pictures. Maybe I can get some more insight as to the best way to approach this....
This is the drum with the hardware removed and the paper taken off.

Here is a close up of the bolts and a metal plate holding the reinforcing rings together. I started to loosen a nut, and the hoop did start to come undone. Maybe I should leave it? Should I take it to a drum shop to have it re-glued w/ some clamps?

I took off the outer wooden hoops that were not original. You can see the blue paint underneath. Also, it looks like the heads of the bolts were counter sunk and maybe some wood putty was used to fill it in.. unless it's just paint in there. You can kind of see in this pic where I sanded a little section of the drum shell. The layers are white, blue, then some kind of white.

This pic shows where the plys meet on the outside of the drum, This makes me think that there was originally a wrap?

In his pic, you can see two dark stains around two holes that run perpendicular to the lug holes. I ASSUME this was for a tom mount/bar?
To the left of those two holes, there is another holes that has blue paint around it. Was this hole original?

In this pic, there is another smaller hole, in between the rows for the lugs... I ASSUME tis was for a badge or a breathe hole?
