Cleaning is a preference, I think years of patina add character, I personally wouldn't clean it.

Value depends on the day, 23 plus inches across the cymbal or across the flat? I'd say best guesstimate $300-$500, the keyhole may keep it low, may not. Might go higher than $500.00 if someone wants it bad enough, but right now I'm seeing 20" Istanbul K's for less than $900.00 and a wood Dynasonics at $1,600 so price or value is less than 3 years ago.
