Depending on the drum/lug, I've used a Ludwig Atlas mount to accomplish this. The mount replaces the lug and has the ability to mount a cymbal arm.

From the era that it appears to be from, I wouldn't "expect" that to be a brass shell. The first step would be to verify if it has crimped snare beds...

I've only seen small round,thin flat washers between the strainer and shell on some Ludwig metal drums from the period. Don't usually see them on that...

The Ludwig medium weathermaster heads are the same as diplomat thickness. So, you've got the thin one on there already. Nice purchase by the way!!
