What year(s) are the manufacturing dates? If they are pretty clean, I would not consider paying more than $700 for the matching drums--don't want the mismatched tom.
Brown tom is out, $900 with snare...$700 without.
Hmm. The only negatives I see are the bass drum: extra holes from a saddle mount and missing one hoop inlay strip. Positives: champagne sparkle, 14” FT. I don’t think $900 is unreasonable. Just my opinion...

Why too bad the bass drum is a 20? It was a 12,14,20, that's pretty cool.
It's just me; I don't like anything less than a 22" BD. I only use my Leedy set when requested by the bandleader. 18" BD's are totally inappropriate for my style and what I play. Of course, I've said that before.
So it's a Downbeat set with a 13" add on tom and the bass drum redrilled for a double mount. The 14" floor is worth a pretty good chunk of change by itself ($400+). Unfortunate about the mods to the bass drum. If not for that this would easily be worth the price, probably more. Even as is you could buy them and probably sell the 13" off to recoup a couple hundred. $700 for a modified Downbeat would probably be seen by most as a good deal.
What's the story on the Lemon Strata drum next to the bass drum?
This Ludwig single tom holder fits right into that receiver on the bass drum. As I said earlier, the three Champagne Sparkle drums delivered to your house for $700 would be a good deal for someone who likes Ludwig drums. I would definitely use a mount like the one in this picture that I used in a similar situation. Once again I'll ask...what year(s) of manufacture are these drums?
