Where did I go wrong?

Had to cannibalize my 1924 Leedy 14x4 NOB to build a better one. Bought what I thought were standard size lugs, hoops and claws from drum factory direct to resurrect the shell. Problem is the lugs project too far out to accomodate the hoops. Now I know that you cannot use new hoops with the original lugs because the leedy lugs and hoops were a special size (lugs close to the shell), but with all new parts, everything should fit. Right? The shell measurement is correct and the heads and hoops fit so the drum is not of an abnormal size. Is it the lug hole placement in relation to the hoops? What are AGILE drum lugs? Thought all lugs were standard size. Any thoughts?

Lugs vary in depth from the shell to the center of the lug nut. Rims also vary slightly in hole position. I've had the same issue many times. Sometimes you can simply drill the hole in the rim a bit bigger.

Thanks. I'm using claws so there are no holes, but I'll try some different lug depths.
