I can't argue with you! I always look for kits that are somewhat "different" but this one just might be stretching it a bit.

I'm guessing the aluminum was just an attempt to stop any buzzing put in by a previous owner.
I have seen the spur clips however, I have two 60's Ludwig 20"s and both have them. They are simply put there to keep the spur from falling out of the mount, not a bad idea really.
