What is this piece of hardware?

Hey y'all, got a drum-related thing that I have no idea what it is. It had an inverted cymbal attached to it between the giant felt and the smaller felt.

Any idea what it is and when it's from?

Ya, possible engineered in a lab in Wuhan, China.

I believe that’s a hoop-mounted cymbal holder from way back, maybe the 30’s or 40’. Picture it holding a cymbal upside down, with the large pad cushioning the bass drum shell. Lots of the cymbals in use those days were small and used for effect.

My guess, anyway...

Makes sense, there was a pretty old cymbal attached to it originally! Thanks JM, I appreciate it...now to figure out what to do with it. Probably going to end up in my misc. hardware box.

@ Johnnyringo, I'll try to see if the cymbal attached can reflect the government microwaves from attacking my brain. Thanks as well.

Where's the cymbal ?, almost all of them were like 10" K's.

Unfortunately, it was a K clone (I think Zenstat referred to it as an Italian Ersatz K Iposted about it on the vintage cymbals subforum in late November.)
