Is it a sort of thing that the bass durm sits in to stop it from rocking? sort of pre-legs on bass drums era?

what era would that be, if you know?

I'm not even sure if that's a part for a drum at all. It's hard to tell what it is. By the points on the "feet" it looks more like a spur to prevent drum creep rather than "rocking". Drum legs were longer (about 1 ft long) and attached to the wood hoop about halfway at the sides. If he had other pictures of it at different angles, it would be better.
