What is this 30s Ludwig Mount?

Off of an unmolested Leedy Reliance Drum Set from the late 20s early 30s.

What is this thing? Anyone need it?

It clamps on the player's side of a bass drum hoop and a small cymbal is attached to it.

A small metal clapper is mounted on the bass drum beater ball rod which strikes the cymbal accenting the beat of the bass drum.
