Were all Premier 12" toms Pre-International?

I need to get a replacement pair of Premier 12inch pre-international hoops. Are all 12inch beer-barrel type hoops pre-international sizes or are there 12inch regular sized beer-barrel hoops as well?

there are regular size hoops but they are not beer barrel. They have a slightly different shape to the ears. See the photos for comparison
