Stuck as seat will come off the post or as the post will not come off the base?

If the seat turns on the post then it's more than likely a Burred thumbscrew... or thread on the tube. try easing it back & forwards..

Try using a lubricant like Liquid Wrench or the equivalent. Then, hold the throne by it's base upside down (or better yet, get someone to hold it for you) and then try banging the bottom of the seat with a rubber mallet. That has worked for me in the past.
I had to look up what kind of connection there was between the seat and the tripod. It appears to be just a simple, straight sleeve on the inside of the tripod tube that the seat post slides onto and then a wing nut to secure it. I think what has happened is that the seat post has somewhat friction welded itself to that inner sleeve of the tripod.
As has been suggested, get rubber mallet and knock it loose.
