vintage Premier floor tom

This is a 14'' x 14'' Premier floor tom. I need to know how to fix a hole in the side of it. The hole is where one of the lug casings bolts onto the drum (see photo). Can I get this drum working?

On one side of the drum, there is a rough patch (see photo). What is the story with this? It is around the join area. Is there supposed to be a wrap around the drum, or is this the normal state (natural wood finish).

Any help would be awesome.
