I've noticed an auction of this drum:

It's clearly marked "L. Tůma - Praha - ČSR" ČSR is shortcut for Czechoslovakian Republic, wich would set the drum into 1920 -1939 or 1945 -1960 (During WWII, Czechoslovakia didn't exist, and after 1960, it was Czechoslovakian Socialistic Republic). However, "L. Tůma" is a name of a person, a craftsman, so it has to be pre-60s, maybe even pre-50s (communists, who came to power in 1948, banned private business).
It's AROUND 14"x7".
