drumbum3131, that is a nice set of drums. I have a 1965 Ludwig Jazzfest snare with the white paint interior. In my drum there is a section where the paint is thicker almost like it was applied heavier in a certain section. The section with the thicker paint is about 1/4 of the interior surface of drum. Have you ever seen this or better yet does your drum have this characteristic.

Ludlover it i really hard to understand what you are talking about. As for the set....it is coming together greatly! More pictures in a couple days. For $550 I don't think I went wrong. I also think you might be talking about the snare bed? The wood is thicker there and it might make you think the paint is.
