Unknown Tom Holder. Can you help?

Hi. Can you give any info about this tom holder? It came with my 60's Yamaha C-200. The previous owner cut down the 14" floor tom to use it as rack tom and added a 16" floor tom, so he changed the tom holder too.

It is heavy, sturdy and was painted black. I couldn't find any brand marks on it... If they exist, maybe are covered by paint.
