This seems to have Maxtone badges on it but Ive never seen a Maxtone kit that has these lugs or hardware like this. Anyone know what kind of kit this is???

yes I've seen this before here in Canada..
These are not Maxwin, they are, however another of the older Pearl staples, aka CB-700.
I've never seen any drums other than CB 700's with wristwatch lugs-a rather strange hybrid built in Taiwan with generic hardware and CB 700 drum shells. The badge even looks to have the same footprint as CB's. That era of generic Taiwan hardware is prone to breakage-porous white metal castings.
The set is not a Maxtone or Maxwin set these sets did not come with these lugs.
The set is a CB 700 set from the mid 70's..Its at a great price..Mikey

I was all set to agree with the others that those are CB-700 drums.
As I have also never seen any other drums aside from CB-700 with the wristwatch lugs
But as I look closer at the shape and size (length) of the badges
I am not as sure now
Also I would love to see better pics of the tom mounting system
as it is unlike other CB 700 wristwatch kits
that use either the hex shaped swiv-o-matic-like tom mounting arms
or the smaller 1/2" downtube style tom arms like those on my concert tom kit below
It looks to be a deluxe kit with a ten lug bass so maybe the mounting system was either deluxe from the factory?...or upgraded sometime by the owner. but yeah the badges seem much longer perhaps CB 700 "International"?
