Is it an unwritten rule of thumb that when the number calls for a whistle, it is the drummers job cuz like the block, triangle or cowbell,...it is part of the percussion ?

Seems to me that would be a wind instrument !! I don`t see why the bass or lead can`t use it !!

It`s a drum,.....Hit It !!

i guess it realy dose not matter who dose it . but for the most time it ends up being the drummer doing it . many famous drummers used a whistle ,one of my fav jerry mercer (APRIL WINE)

Yes, whistles/bird calls/etc. fall under the category of "accessory percussion". Sometimes when playing musicals, I hand out some of my parts to wind players, especially when it's the only time in the whole show that I would play that one instrument. They are usually happy to do it, 'cause it's novel to them, and it clears up some real estate on my trap table. Win/win.

Yes. Sorry.

Whatever the part calls for. Tin whistle/slide whistle/siren whistle/samba whistle/bird whistle/bird warble/etc. If the part just says "whistle", you'll need to do some investigation to find out what the part ACTUALLY calls for. Maybe it just wants you to whistle with your lips...???

There's no reason the other members *couldn't* do it, unless it conflicts with their ability to play their own parts.
