I'm hoping somebody out there can identify and date this rack tom, based on the interior shell, lugs and mounting hardware. Thanks in advance for your time and your help.

Those washers/backing plates on the interiors look very Premier-ish. Also, unusual to see a rack tom (assuming it's a 12" or a 13") that has 8 lugs, again very Premier-ish.

Looks to be either "Premier" or "Beverley"... (Same Lug)… look up 60's-70's Beverley Tom Lug.. and you'll find them...
Also the backing plates confirm those brands..
