To Strip or Not To Strip

...here is my question...

I am cleaning up some 60's ludwig hoops with a sparkle inlay. The factory black paint is chipped all over and will get a repaint. Am I going to get these looking good if I simply cover the inly and paint away? Or should I really strip all of the paint off first and start with clean hoops?

You don't need to strip all the paint, but you should scrape off any loose paint and give the hoops a good sanding so that your new paint has a good surface to adhere to.
