If that's the set up, I'd guess they never were.
I call it pawn shop window syndrome. A kit set up by someone who doesn't know how to set one up. The usual method is both toms as far apart as possible, but that vertical angle is a winner!

That is hilarious. i was laughing so hard. I just seen an ad on Craigslist on a Ludwig kit setup similiar to the toms on that kit. Not tilted quite as much but still kind of funny. Ill try to post a link below.
