Tension rod question....shoulder.........

I need to buy some tension rods and most places online give the rod length from the "shoulder" down. Not overall length. My question is where exactly is the "shoulder" on the tension rod? Is it right below the head (which I think it is) or where the threaded part of it starts and down?

I've always understood that it is "right below the head", i.e., the flat area (bottom side of the head) that sits on the hoop or clip.
