I was offered his set for 150-200 EURO

What do you think, ist it worth picking this one up? Seller claims it's from 1974, anyone can prove that?

He also mentioned that the previous owner rewrapped it once and had to replace 2 toms because the original ones were stolen.

I'm not quite sure what to do and if I should buy this set and if it's worth restoring.
