What is the purpose of the two key nubs on the cross bar that allow the beater and cam to slide left or right.
Is it to position the beater off center or is it too angle the footboard left/right.
I have it positioned all the way to the left.

The cam should be lined up with the hoop clamp, which is dead center on this pedal. It looks like the set screws on yours were replaced with square head screws.

That's exactly the purpose. The design in mind was so that you can finely adjust your pedal to strike where you like. I've seen that with a lot of pedals honestly. Personally never gave it much thought.
Also, those set screws are simply the design of the pedal, to allow for installation of the rod through the beater cam. It was the only way to assemble the pedal! Honestly, having the cam left or right of center just doesn't work well. The best position, as mentioned, was to have it in-line with the hoop clamp, or just to align it with the footboard and not twist the strap. Pretty easy to figure out!

Yes, and most pedals with hex shafts are designed that way, anyway. (DW, Yamaha, Pearl, etc.)
Those square head screws are original to my knowledge. Early ones had them, the later ones had allen screws.
