Spray painted kit resoration + bearing edge help

Hey guys, So I am beginning a restoration of a vintage ludwig kit and the bottom edge of the 13'' rack tom has a gash or two in it. How can I try and salvage it? Is there a wood filler I can use? Would it be worth it to get the edges recut? I attached the pic and thanks

Also- the shells have been spray painted, what is the safest way to try and remove the paint? thanks

That's a pretty small nick. I've had good luck by sweating those out. Take and carefully wet that tiny area down with a rag that's been soaked in boiling water. Then carefully heat and dry that area with a hair dryer. You should notice that the whole area will swell up and begin to fill in. Repeat the entire process two or three times if necessary. Once the wood has raised enough you can carefully sand with fine sand paper until it's flush. Be care though. Go in with tweezers on this, not a blowtorch. Wet only the area around where you are trying to sweat out. Likewise, be very conservative when sanding. Stick to the area in question and do everything by hand. No belt sanders please!
