Snareweight Pro-Lock

Please, could someone explain to me exactly what a Snareweight Pro-Lock gizmo is and what it's supposed to do? It popped up on ebay. Something to do with die cast rims. Thanks!

You clip a snareweight onto your snare to get that fat, wallet sound.

The pro-lock appears to just be the clip you use to clip your snareweight on if your drum has diecast hoops.
