Slingerland chrome tom mount

Hi,

The right side (13") tom mount broke off. Can that be welded or is the material its made of not fixable? It's the chrome one from a 1975 kit.

I have seen some guys drill threw the stud that broke off and run a bolt threw the hole with a lock nut on the inside.
