I'm away at the moment so can't check. Could someone tell me the rod length on a 22" x 14" Early 60's Gene Krupa deluxe bass drum please? Or are there variables.

All the bass drum tension rods, for dual-row lugs, are 4.25" in length, measured from below the collar.

If 100% originality is of concern to you there are two different T-rod collar shapes used in the early 60's. A Straight collar '60 and '61 (with some in '62) and a bell shaped collar '62-early '70. All per Slingerland historian Dr. Carl Wenk.
