First, I want to say that it's amazing that member wesgart found this thread from almost 13 years ago! Second, the above post from slingerfan should provide the needed information. My 1994 HSS badges also say U.S.A at the bottom, which is really misleading!

If the drums in question are the HSS Artist Classic series, they're not bad drums. Only consider them if you can get them for a good price.
