Sure that's not meant to protect the snare & bass drum from hitting each other? Especially considering those lugs look they are made from wood and not metal.

That is surely what it is Jay. But it is like going to the level of a doggie sweater. Probably would reduce the snare rash on the mounted tom, but it's probably almost as easy to be careful setting up your snare by leaving a little room.
A great looking drum. Remove the ridiculous head board. Lets here the beast in action. After all we all have prized snare drums that are gigged most nights of the week. Just leave lots of room when setting up. Remove that what ever........Sean

I would agree, but we also as drummers know that sometimes we get about 2ft of room and have to be as tight as possible.

Somewhere I saw somebody offering pieces of vinyl or leather that hang from the rack tom by the tension rods. That would be less bulky and less noticeable.
