This snare stand was included with a 50s era Round Badge set I picked up earlier this year. Can anyone identify it? Is this a 'Buck Rogers' stand?

Would appreciate any thoughts on the maker/value. It's rougher than the picture would suggest. Rust, bolts rather than rivets in some spots, electrical tape. Selling it.

I'll post detailed pictures after removing all the black tape and grime. Some of the rivets are missing and replaced long ago with nuts and bolts. Chrome gone in spots and now rusted. I really don't want it and need to thin out the pile of 'extras' that came with 3-4 sets I bought this year. You might even call it my new-year's resolution!
