Here is a late 59 through 60's Gretsch Round Badge 4103 without a muffler.

No extra holes. Thought they all came with a muffler

I thought so too. Looks like the throw is mounted off of the centerline of the snare bed, or maybe both are not quite centered between the lugs holes?

I have encountered others in my research, but do not know if there is a specific time period or serial number range when they have or do not have tone controls.

Gretsch drums with serial numbers,
Ludwig Keystone and B/O badge drums with serial numbers and date stamps,
Ludwig Standards from 1968-73, and
Ludwigs with paper labels from 1971-72

I think those snare beds were cut by Ray Charles.
