Rolling Bomber finish

My newly acquired Rolling Bombers have a white lacquer finish that

is both scratched and has came off some places. Especially the BD.

It is probably a major sin to repaint but is there a way to restore

some? Also, they have tacked heads on the toms and the 14" is missing the tacks. Where can I get matching tacks?

Anyone know why the tacked heads? Most pics I see have tunable heads on the toms. Is mine an older (1942) model or just a more basic kit.
