Rogers b&b to beav.tail/re-wrap dilemma

I have a 9 by 13 bare Rogers shell drilled for b&b lugs.I want to wrap it in red sparkle and switch to beavertail lugs. I know I have to elongate the inside holes to make the lugs fit.My question is do I wrap it before or after I change the holes?

I'm concerned with the hole drilling on the new wrap if I change the holes prior to wrapping but also concerned with the new wrap seperating from the shell when filing the hole larger after I wrap it.

Any suggestions?
