It's aluminium with some kind of silver paint job.I think, but not certain. I'd have to test with a magnet.
The paint is called Hammertone. It used to be very common on all sorts of things. You can still buy it in different colors in rattle cans, but I wouldn't dream of restoring that one. It is perfect with the patina that is there.
I assumed it was aluminum since the holes for the pins for the jingles are drilled through the plate. That would be quite difficult if it were steel.
