Congratulations on a great kit! I love mine!
I have been trying for years to find any paint code that even MIGHT be the right color, with no luck. I even have a mile-long Yamaha motorcycle paint color code list and I saw nothing on there that I am confident with (and I was not willing to spend~$50/pint to try any I thought might be right).
I had to do the paint on the shell Montineri did for me because he had the same problem... I went with PPG "French Banner Blue" based on the chip compared to my 8" tom out in the sun and then tweaked it from there. If I remember right, I used a bit of green in it, possibly some black and or white as well to bring it in as close as possible. Although not perfect, behind the other drums, it is a good match. Note this color does shift with age, so fresh paint will not match old paint, and doing an 'eye match' is probably the best way to get it for chips on shells you don't want to completely refinish.
As to the hoops, I actually had to get a new hoop immediately- the drums came in with one hoop with massive chipping. Finding chip-free hoops for an RC kit is near impossible (unless they changed the finish on later kits? My drums span from 1980-1989 production), and I assume yours are the same era with the same problem. Since you like black heads on your bass, I suggest a pair of black hoops from Gibraltar and moth ball the blue ones.
This is now a very rare color (although it does pop up from time to time), and as mentioned is was not re-issued like the hot red and yellow. Non-power depth RC drums in this color are very desirable to collectors.
