Repairing loose Gretsch stop-sign badge

I bought some badly refinished stop-sign badge Gretch drums recently. Nice player's drums, but the badges are all very loose and can spin (and rattle) freely. I understand that a grommet tool (or ball peen hammer, used carefully) will tighten them. My question is, with such a large badge, should they also be glued? If so, what should I use?

I've used the round end of the ball peen hammer as a dolly and that's worked, maybe use a second hammer covered in a piece of soft material on the other side.

I suppose one could gently pry the badge outward enough to get the nozzle of a of a crazy glue tube behind it and put a drop behind there, or if the badge was off you could put a small amount of contact cement on it, but why not try getting the grommet to be tighter as that's the factory method and the best place to start before you start making up new ways.
