It's an 18 x16 pointy Blue/Olive badge Ludwig Floor Tom where the wrap shrunk.
At least the previous guy didn't spray the interior black like the rack tom and bass. It's Granitone inside.

Leave it alone. It is a rare lifting-wrap repair that ends up looking better than what you already have. I would cut the lifting part right off and then glue/clamp what remains down. If you cut at the right place, it may not need glue at all. Looks like there was plenty of wrap overlap to do this.
