If you were re-wrapping a 70's Gretsch SSB kit that had additional holes (plugged now) in the shells, would you re-paint the entire insides of the shells with Rust-olium Aluminum paint?

Your drums have been re-wrapped and have 'extra' holes as you say - so I think most of the vintage (untouched) value is gone...........
If you want to repaint the 'silver sealer' and it won't devalue the drums.....I'd say go for it - it will look nice.
I will say that Rob Cook appraised my late 50's 4pc Gretsch kit and there was some devaluation because I re-silvered the inner shells.....doh! I didn't know better at time...........lesson learned.
I would never repaint. I think it can appear as if one is trying to trick a viewer. Keep what's unoriginal the wady it is. A collector probably won't want it because it's not original, but players want the shells.
