This kit never had a hole for a double tom mount, I think it was originally a Downbeat. There are holes for a rail and cymbal mount.
Ludwig makes a no-drill replacement:

Like I said, there are original holes for a rail and cymbal mount. The previous owner cut a hole in the kick to accommodate a double tom holder and to make it worse, they put it too close to the batter side.
