Premiere Key/Tool

I am trying to figure out a value of this Premiere tool/key. If any Premiere experts wouldn't mind helping me out and giving me some info on what this is used for exactly I would like to know and I would be VERY appreciative. I don't know much of anything about Premiere stuff. Thanks so much!
