Not sure what 'budget price' entails, but I will say I've bought 4 Premier kits where I live, only one came with a snare, and I paid as low as $350 for one, high was $550.

Don't know why these shells are not as valued as the classic American companies. The 3-ply birch or mahogany shells with one-piece wood reinforcement rings sing like birds, I love them.
