I have a 1997 catalogue which shows this configuration as a APK kit, but it doesn't show this particular finish. By 1997 all XPK's were lacquered, so its not one of those.

The APK kit from this era has a thinner, cheaper shell (5.2mm toms) with a black interior and plastic wrap. XPK has 6.5mm toms birch-euc-birch with clear interior.

The small lugs were introduced in 1997. These lugs continued into the Cabria series in 1999, with less deep shells. So I think this is a 97-98 APK in a special finish.

I'm a big Premier fan, but I never really like XPK/APK. They show up a lot here in rehearsal spaces or at festivals as stage kits. To me these ranges have always been rather dead sounding. For real vintage Premier, look for 3-ply birch or mahogany shells with rings.
