The interiors look like Leedy and Ludwig to me. Possibly with re-cut edges. I have attached two photos of the interior of a Leedy and Ludwig marching tom that I recently sold.

Thanks to everyone for their help. I think there's enough evidence that these two drums are in fact Leedy. I'm also guessing they must be from the Slingerland era as the tom has 1.5" hole spacing on the lugs.
So I'm going to restore them, the drum gods will be too angry if these drums end up in a land fill. Like I've said before, I want to use this kit not make a profit. So I'm going to need a floor tom, and then all the lugs and tension rods other than the batter side of the bass drum. What are my chances? Or should I consider picking up Slingerland stuff instead to complete this kit?
Just for info, here's another piece of evidence. The T rods on the bass drum. They also seem to be Leedy. The bass drum has holes where the mount for the tom would have been as well.

Maybe your drums are from a transitional period right after Slingerland acquired Leedy from Conn. The shell doesn't look like a Slingerland to me. It seems possible that this kit was built using left over Leedy and Ludwig shells. This could also explain why there would be Slingerland T-rods and Slingerland style bearing edges on a Leedy and Ludwig (Conn) shell. That's my guess.
Those dont look like Slingerland shells. The RR are too wide. Id support what Drewdrum says. Id say that he actually nailed it.

Yes, it would be rather difficult to find a floor tom. You could, however, find a 16" Leedy and Ludwig marching tom in restorable condition. These marching toms are usually only 12" deep though. Otherwise I would say you should go for a Slingerland era Leedy floor tom.
